Clare and James House: What should be done?

Mole Valley District Council bought the worn out offices in Leatherhead known as Claire and James House next to the River Mole for £3million. The vision was to create a unique focal point for the riverside with high quality flats and a social offering, kick start Transform Leatherhead and make money for the regeneration of the town. Currently under the Liberal Democrats, Transform Leatherhead lacks vision and the stalled Clare & James House redevelopment is set to lose at least £1m of taxpayers money. Mole Valley can do better! What do you think should be done to redevelop the site?
